Radial decouplers don't use delay when auto-staging

This only used to be a problem with mods, but its now a vanilla issue with large liquid boosters and the heavy decouplers.
I've got vanilla designs where I have to stage manually, else the radial liquid boosters will scrape along the main body and take out stuff.
