Add controllable SAS

Hello, I made a small Plugin with an SAS that converts key Input into tourque.
I also made it change Mechjebs Vesselstate tourge values so Mechjeb could use it.

Since that is not a nice way of doing things I thought you could just add the SAS Part and include it in your vesselstate.cs, so mechjeb would realize the additional tourge.
