Installing MechJeb 2.1

When you download a clean copy of KSP 0.22 from the KSP website, you cannot install MechJeb 2.1 by following the directions. This happens on all computers I've tried it on. Is this just an update? If so, where can I get the full download? I am a full version customer of KSP.
